Gorbachev took his brand-new oath of office for the new presidency 1990
Moscow: With one hand on the Soviet Constitution, Mikhail Gorbachev took his new oath of office as president of the Soviet Union. He thanked the Congress of People's Representatives for their support in his election, even though he literally had no choice. But speaking as a democratically elected president, mentioning his responsibility to the people and his tremendous work in these complicated times, Gorbachev requested the creation of a presidential council, a panel of experts similar to the cabinet of the president of the United States. Gorbachev conceded that something must be done for the Federation, but he stood his ground anyway. As the newly elected president I once again spoke in favor of the unity of the country, he said, so I am aware of my special responsibility to strengthen the sovereignty of the union republics, their economic and political independence. To preserve the Union of the Republic, Gorbachev will remain general secretary. Regarding the unity of Germany, he showed his support, but also his caution.
