Dam construction is a controversial issue. On one hand, dams can provide irrigation, drinking water, hydropower, and flood control. On the other hand, they may cause significant ecological disruption, displacement of communities, reduction of biodiversity, and alteration of natural river systems. Whether dams are necessary or a mistake? Jahangir Habibi, born in Dehdasht, holds a degree in Civil Engineering and currently serves as the CEO of the Iran Water Resources Management Company, as well as the Director General of the Persian Gulf and Oman Sea Watershed. His research highlights the serious challenges Iran faces due to declining rainfall, population growth, increased pressure on water resources, and the risk of escalating water crises if current policies remain unchanged.Habibi emphasizes that water resources fall into two categories: surface and groundwater. While surface resources require effective management, groundwater extraction must be conducted sustainably. In dam construction, he advocates for essential practices such as environmental impact assessments and community engagement, while cautioning against unnecessary projects and neglecting social consequences. His work underscores the importance of expanding dam construction within a framework of sustainable development.
