Questo tentativo era il terzo della Commissione per bilanciare il bilancio che è in deficit. La situazione è legata al #NextGeneration dell'Unione Europea del 2021, quando si decise di erogare 300 miliardi di sussidi agli Stati membri entro il 2026 tramite emissione di debito, con la previsione che dal 2028 il rimborso sarebbe stato a carico del bilancio dell'Unione Europea, necessitando risorse aggiuntive.
