Non un'ennesima diagnosi, ma un tentativo di individuare soluzioni operative nei principali ambiti delle politiche pubbliche — dalla sanità all'energia, dall'università al lavoro.
Sul fronte sanitario la critica è ancor più netta: l'attuale modello tende a premiare la cura della malattia più che la prevenzione della salute. Un’impostazione che, nel tempo, rischia di produrre un paradosso evidente - più malati significano più prestazioni, più spesa, più 'sistema'.
Da qui la proposta di un cambio di paradigma: incentivare i medici e le strutture a mantenere le persone in salute, non a intervenire solo quando la patologia si manifesta.
