They are rooted in culture. When safety is treated as a checklist instead of a shared value, compliance becomes temporary and fragile.
The talk introduces the idea of a value-based safety culture that begins with the individual. Personal habits shape social norms. Social norms shape national character. When safety becomes embedded in everyday thinking rather than enforced through fear or punishment, preventable harm declines.
This perspective reframes safety as a reflection of collective values rather than institutional control. A nation is ultimately defined by the everyday behaviors of its people. By redefining safety as a core value rather than an obligation, societies can move from reactive correction to proactive care.
