India has sent Washington a message from Cebu. At the 13th ASEAN Defence Ministers’ Meeting-Plus (ADMM-Plus) in the Philippines, Defence Minister Rajnath Singh posed with his Japanese and Australian counterparts under a new label, “JAI”: Japan, Australia, India. That is the Quad without America. A day earlier, he raised Pakistan’s US$686 million F-16 upgrade package and cross-border terrorism directly with US Secretary of War Pete Hegseth. Then, in front of 19 nations, he put Operation Sindoor on the record as proof of India’s “battle-tested” counter-terror methods and offered that experience to Southeast Asia.
China, meanwhile, sent only its Manila-based defence attaché, its lowest-level representation at ADMM-Plus since the forum began in 2010. Its state media called the meeting “bloc-building” and did not mention India once.
In this video, Kinjal Choudhary explains:
What ADMM-Plus is, and how it differs from the East Asia Summit and the ASEAN Regional Forum
Why ADMM-Plus matters for India’s Act East Policy, MAHASAGAR and the Indian Navy’s role in the region
The Rajnath–Hegseth meeting: Pakistan’s F-16s, technology leakage to China, and the 10-year India–US defence framework
“JAI” vs the Quad: is India building a backup to an unpredictable America?
What the US wants from India (the trade deal, Russian oil, arms purchases) and why New Delhi is holding back
Why India’s Op Sindoor pitch at ASEAN is a big deal, and how it isolates Pakistan
Why China downgraded its delegation, and what Global Times is saying
India’s larger game in the Indo-Pacific: BrahMos to the Philippines, South China Sea patrols, and multi-alignment
Key facts for UPSC: ADMM-Plus members, Expert Working Groups, India’s counter-terror co-chair role, IPOI and MAHASAGAR
