Phoolan Devi: How Did a Village Girl Become a Bandit Queen? I Vijender Chauhan

Phoolan Devi is remembered in completely different ways: as a dacoit, murderer, Bandit Queen, feminist icon, and symbol of Dalit resistance. But before any of these labels, she was a young girl born into a poor, marginalized family in rural Uttar Pradesh. Her story unfolded through caste discrimination, poverty, child marriage, violence, and a lack of institutional protection.

Her life took her from a child bride to the Chambal ravines, where she became an armed outlaw. The Behmai massacre in 1981 became one of the most controversial chapters of her story, with more than 20 people killed and most of the victims belonging to the Thakur community. She later surrendered in 1983, spent years in prison, and eventually entered electoral politics, winning the Mirzapur Lok Sabha seat for the Samajwadi Party in 1996 and again in 1999.

So how should we remember Phoolan Devi? Her story cannot easily be reduced to either victim or criminal. Her actions cannot simply be justified, but the injustices she experienced cannot simply be ignored either. Her life forces us to confront uncomfortable questions about caste, gender, poverty, violence, power, and justice in India.
