پارلمان از دل یک توافق اخلاقی یا یک طراحی آرمانی بیرون نیامد. نتیجه قرنها جنگ، مالیات، شورش، ورشکستگی پادشاهان و چانهزنی گروههایی بود که قدرت بدون همکاری آنها نمیتوانست دوام بیاورد. معاملهای پرهزینه و پرایراد که جوامع بهمرور فهمیدند داشتنش از نداشتنش بهتر است.
در این ویدیو داستان شکلگیری پارلمان را از مهستان اشکانی و سنای روم شروع میکنیم؛ به ماگناکارتا، پارلمان انگلستان و گسترش حق رأی میرسیم و میبینیم معماری مجلسها چطور نگاه هر جامعه به سیاست و قدرت را نشان میدهد.
بعد سراغ آلمان وایمار و آتشسوزی رایشتاگ میرویم؛ نمونهای از اینکه وقتی پارلمان از کار میافتد، چطور ممکن است خود دموکراسی هم از درون فروبپاشد. در پایان هم به تجربه ایران، مجلس مشروطه و معاملهای میرسیم که جامعه ایران هنوز در حال بازتعریف آن است.
پارلمان مقصد نهایی توسعه سیاسی نیست؛ ابزاری است برای کندکردن تصمیمهای خطرناک، وادارکردن قدرت به توضیحدادن و کمکردن هزینه سیاست.
