Saudi Arabia, one of the world's biggest oil producers, is seeking at least $8 billion in fresh borrowing as the economic fallout from the Iran war puts pressure on its finances. The kingdom's National Debt Management Center (NDMC) is reportedly discussing a new loan with banks, while Saudi Aramco is also exploring additional financing.

But why does an oil-rich country need to borrow billions?

Saudi Arabia recorded a $9.1 billion budget deficit in Q2 2026, with government spending exceeding revenue. At the same time, disruptions around the Strait of Hormuz, threats to shipping and attacks on energy infrastructure have complicated oil transportation and increased economic costs.

The bigger story is Saudi Vision 2030. Riyadh continues to spend heavily on economic diversification, infrastructure, mega-projects and international investments while attempting to reduce its dependence on oil.

Saudi Arabia has already been diversifying its financing sources. The NDMC completed a $13 billion seven-year syndicated loan for power, water and public-utility projects, explicitly as part of its medium-term debt strategy and Vision 2030 financing.
