For decades, Nigeria exported crude oil while importing much of the refined fuel it needed at home. That model exposed the country to global fuel prices, foreign exchange pressures and supply disruptions. Now, higher domestic refining could begin changing that equation. But Nigeria still has to balance crude exports, domestic fuel demand and the needs of its expanding refining sector.
