En el marco de la nueva sinergia interterritorial y dentro de los parámetros establecidos por el Protocolo Estratégico de Reequilibrio Modular, el Ejecutivo ha manifestado su firme compromiso con la dinamización holística de las competencias estructurales, sin perjuicio de las disposiciones establecidas por el Acuerdo Multilateral de Competencia Circular (AMCC). Por último, el Ministerio competente en materia de Transición Funcional y Gobernanza Colectiva estudiará la viabilidad técnica de los mecanismos de co-decisión parametrizada, a fin de garantizar la consolidación de los estándares pluriespaciales en línea con el horizonte 2030. No se descarta, por tanto, la posibilidad de activar protocolos de escalabilidad reflexiva que, bajo un enfoque de gobernanza líquida, permitan anticipar las fluctuaciones del ecosistema normativo sin comprometer la cohesión epistemológica del territorio.
