Fue el segundo ataque contra lo que el Gobierno de Trump afirma que son narcotraficantes de Venezuela. En el ataque anterior habían muerto once personas. Además, hubo un tercer incidente, en el cual la Marina estadounidense abordó un barco pesquero en aguas venezolanas y retuvo a nueve pescadores durante ocho horas. Esta intensificación de las acciones militares por parte de Estados Unidos se enmarca en una directiva secreta firmada por Trump que aprueba el uso de la fuerza militar en América Latina y fue precedida por un sostenido aumento de la presencia militar estadounidense en el Caribe.
“Este es un ejemplo muy claro de teatro político, un intento de provocación, un esfuerzo sostenido para lograr un de cambio de régimen y la estrategia de usar a las fuerzas armadas para frenar el narcotráfico que ha fracasado notablemente en México, Colombia y en todas partes donde Estados Unidos la ha aplicado”, plantea el historiador venezolano Miguel Tinker Salas.
