USSR: This is probably the shortest and harshest speech of my life, said Eduard Shevardnadze, who submitted his resignation, adding that he could no longer continue while his friend, Soviet President Mikhail Gorbachev, was accumulating more and more power for himself. Shevardnadze said the nation was moving toward dictatorship, but Gorbachev's spokesman told reporters that Gorbachev and Shevardnadze had met immediately after the shocking speech and that Shevardnadze intended to remain in his post for the time being. Shevardnadze said he could no longer adjust to the trend in these grim times of food shortages and internal rebellions toward what he called a dictatorship. It was an unprecedented public shock in the Soviet leadership when Shevardnadze obviously submitted his resignation in protest against Gorbachev's attempt to strengthen the presidency, a position he created a few months ago.
