Dopo anni in cui noi dovevamo accettare le posizioni scientifiche e tecnologiche predefinite, adesso si svegliano Italia e Germania e chiedono la neutralità.
I punti chiave sono sul settore automotive. E in modo particolare: la revisione degli obiettivi CO2 per le flotte, alla luce delle mutate condizioni del mercato; consentire la commercializzazione di veicoli non esclusivamente elettrici, e cioè hybrid plug-in, extended range, motori a combustione interna ad alta efficienza con carburanti a basse o zero emissioni oltre il 2035 (e quindi i diktat del 2035 stanno per saltare); favorire la rapida espansione delle infrastrutture di ricarica e di rifornimento a idrogeno; promuovere una filiera sovrana delle batterie e l'economia circolare, insomma delle bellissime supercazzole; e infine rafforzare le catene di fornitura all'interno della UE reshoring, che vuol dire "riavvolgiamo tutta la storia della globalizzazione degli ultimi 30 anni".
