Il disegno di legge delega sul nucleare sostenibile, approvato dal Consiglio dei ministri il 2 ottobre 2025 su impulso del ministro dell'Ambiente Gilberto Pichetto Fratin, punta sui reattori modulari di nuova generazione, gli SMR e AMR. Dopo il via libera della Camera nel giugno 2026, il testo attende ora il passaggio definitivo al Senato. Il ministro ha indicato una finestra realistica per la prima produzione di elettricità da fissione tra il 2034 e il 2035, ammettendo che le tecnologie necessarie non sono ancora disponibili in Occidente.
Resta però aperta la questione delle materie prime: il Kazakistan è il primo produttore mondiale di uranio, con circa il 43% dell'estrazione globale, ma l'uranio kazako transita storicamente attraverso il territorio russo sotto licenza Rosatom prima di raggiungere l'Europa. La Russia, inoltre, controlla da sola quasi la metà della capacità mondiale di arricchimento dell'uranio, un settore che finora non è mai stato colpito dalle sanzioni occidentali legate alla guerra in Ucraina.
