Ia menilai bahwa jika Eropa yang membayar, maka bantuan tersebut bukanlah pemberian dari AS.
Reuters melaporkan, sejumlah negara pemilik sistem pertahanan Patriot akan bertemu dengan para donor Ukraina pekan depan.
Tujuannya untuk membahas bantuan senjata kepada Ukraina.
