Il PNRR, il piano nazionale di ripresa e resilienza, avrebbe dovuto cambiare il volto delle città italiane ed europee. Varato dalla Commissione Europea nel 2021, il piano vede ormai giungere il termine ultimo per il completamento delle opere, fissato, dopo diversi rinvii, al 30 giugno 2026. Dopo quella data infatti non arriveranno più finanziamenti, ciò che fatto è fatto. Ma qual è lo stato dell'arte delle opere ad alto impatto nel nostro paese? Gli enti attuatori dei progetti eco sostenibili e di alto impatto sociale, sono le regioni, i Comuni, le città metropolitane e le province, le università, ma anche soggetti privati. Siamo andati a vedere lo stato delle opere a Napoli, prendendo in esame quelle ad alto impatto sociale. Abbiamo scelto i lavori di rigenerazione urbana che interessano le periferie, esaminando i progetti più importanti, quelli che riguardano l'abbattimento delle abitazioni fatiscenti del post terremoto del 1980 e la costruzione di nuove case ecosostenibili, che andranno a restituire dignità nell'abitare a centinaia di famiglie. La situazione però è poco aderente ai proclami di successo dispensati dai soggetti attuatori, in primis il Comune di Napoli.
