Singapore is putting more than $55,000 in direct assistance behind every child as it tries to reverse one of the world’s lowest fertility rates. Its fertility rate has fallen to just 0.87, while around one in five Singaporeans is already aged 65 or older. But Singapore is far from alone. South Korea, China, Japan, Italy and increasingly India are all confronting falling birth rates and ageing populations. China’s population fell for a fourth consecutive year in 2025, while India's fertility rate has dropped below the replacement benchmark of 2.1. Governments are responding with cash incentives, childcare subsidies, housing support and parental leave. But can policy actually persuade people to have more children?
