Il Documento di Finanza Pubblica approdato oggi in Senato fotografa un'Italia ancora sotto procedura per deficit eccessivo, con un disavanzo al 3,1% del PIL nel 2025 — certificato da Eurostat — che ha impedito l'uscita anticipata dai vincoli europei, rinviando il rientro al 2027. Il debito pubblico si attesta intanto al 138,6% del PIL nelle stime del DFP 2026, con una crescita rivista al ribasso a +0,6%. Sullo sfondo, il nuovo Patto di Stabilità — in vigore dall'aprile 2024 — obbliga i paesi in procedura per deficit eccessivo a un aggiustamento strutturale minimo del saldo primario di almeno mezzo punto percentuale del PIL all'anno, comprimendo lo spazio fiscale disponibile per sostenere domanda interna e investimenti produttivi. Il governo italiano ha chiesto flessibilità per finanziare le misure contro il caro energia e le spese per la Difesa, ma Bruxelles ha risposto con un no netto: la presidente von der Leyen ha chiarito che le condizioni per attivare la clausola di sospensione non esistono.
