Il reclutamento del personale avveniva tramite una società di Nuova Delhi cui i malcapitati dovevano versare fior fior di quattrini per giungere in Italia e lavorare nel cantiere ora sotto la lente della procura, in condizioni di vero e proprio sfruttamento.
