First the Mecca Pact. Now the Badr Memorandum. Two defence deals named after Islam’s holiest city and its first great battle, and Türkiye is at the centre of both. On 7 August, Saudi Arabia, Türkiye and Pakistan signed the Mecca Joint Defence Agreement: an attack on one is an attack on all. On 21 October, Türkiye and Pakistan signed the Badr Memorandum with Qatar and Indonesia to develop and produce weapons together.Why now? The Iran war. Iranian missiles hit Qatar’s Ras Laffan gas complex, Houthi strikes reached Riyadh, Saudi Arabia ran low on interceptors, and the Gulf learned that buying American weapons doesn’t guarantee American protection. Türkiye is ready to fill the gap. Its defence exports have grown from $248 million in 2002 to more than $10 billion in 2025.
