En France, dans les années 1680, la minorité protestante fait face à l’hostilité grandissante de la monarchie catholique. Les quelque 900 000 huguenots sont persécutés : il leur faut se convertir ou s'exposer à des dangers de plus en plus graves. Afin d’empêcher l’exode de l’élite protestante, les tentatives de fuite sont lourdement réprimées ; les hommes sont condamnés aux galères, les femmes, au couvent. L’édit de Nantes, signé en 1598, garantissait pourtant la liberté de culte, mais il a été progressivement vidé de sa substance. Le roi Louis XIV, qui ne peut tolérer la volonté d'indépendance ni les soutiens étrangers des protestants, les perçoit comme des ennemis de l'intérieur. Quelques jours à peine après la révocation de l’édit de Nantes, en 1685, l’électeur de Brandebourg et duc de Prusse Frédéric-Guillaume Ier, par son édit de Potsdam, offre aux huguenots liberté de culte, exonération d’impôt temporaire et soutien financier. Lui-même calviniste, il entend venir en aide à ses coreligionnaires, mais aussi servir des intérêts d’ordre économique et politique.
