Bangladesh has demanded a “guarantee clause” in the renewed Ganges Water Treaty with India as the landmark 1996 India-Bangladesh water-sharing agreement approaches its December 2026 expiry. But what exactly is this guarantee clause, and why has Dhaka brought the issue back into focus?
In this video, we explain the Ganges Water Treaty 2026, the India-Bangladesh Ganga water-sharing dispute, and the growing debate over the future of the treaty. The 1996 agreement governs the sharing of Ganga/Ganges waters at Farakka Barrage during the dry season and is set to expire after 30 years. India told Parliament in February 2026 that discussions on renewal had not yet commenced.
Bangladesh is now seeking stronger safeguards, including a guarantee clause that would ensure a minimum flow of water during critical dry-season periods. The demand has historical roots: the 1977 agreement contained a minimum-water guarantee, while the 1996 framework uses a sharing formula and provides for emergency consultations if flows at Farakka fall below 50,000 cusecs.
The video also explains the controversial Farakka Barrage, why water availability during the lean season remains sensitive, the role of the Joint Rivers Commission, Bangladesh’s concerns over river health and ecological flows, and how climate change and changing hydrological conditions could complicate negotiations for a new agreement.
