BREAKING: Kerrvillle City Manager Dalton Rice and Kerr County Sheriff Larry Leitha confirm at least 43 people are dead in a catastrophic flooding event in the Hill Country area of Texas. Sheriff Larry Leitha said 28 were adults and 15 were children.
