Direktur Jenderal PAUD Dikdasmen Kemendikdasmen, Gogot Suharwoto menjelaskan bahwa sistem penerimaan murid yang baru ini berbeda dengan sistem sebelumnya.
Ia menjelaskan bahwa sistem zonasi menggunakan jarak geografis sebagai dasar penentuan priortas penerimaan.
Sementara sistem domisili menggunakan sistem rayonisasi. Sistem ini menggunakan wilayah administratif alias mengacu pada kecamatan atau kelurahan tempat tinggal siswa sebagai dasar penentuan prioritas penerimaan.
Pergantian ini disebut sebagai upaya agar siswa dapat mengakses sekolah secara adil.
