While open to dialogue, Kim insisted North Korea's nuclear weapons were non-negotiable, calling them a "matter of survival." Meanwhile, South Korea's new president, Lee Jae-Myung, said he would back a freeze on nuclear production as a realistic interim step, noting Pyongyang produces up to 20 warheads a year. He also urged renewed inter-Korean dialogue, though the North has rejected talks.
