Quarante ans après la pire catastrophe nucléaire de l'histoire, cette enquête révèle les mécanismes d'un mensonge d'État. Dernier volet : à la conférence de l'Agence internationale de l'énergie atomique de Vienne, en août 1986, l'URSS se défausse de sa responsabilité, invoquant des erreurs humaines commises par le personnel de la centrale.
Ces mêmes arguments aboutissent l'année suivante à de lourdes condamnations mais le masque se fissure. Nikolaï Steinberg, qui a supervisé la construction du sarcophage, mène une enquête obstinée et rétablit la vérité : le réacteur souffrait d'un vice de conception connu des autorités bien avant la catastrophe. Une épine supplémentaire dans le flanc d'un empire vacillant, qui contribue à précipiter sa chute, en décembre 1991. Quarante ans après, alors que la centrale a définitivement fermé et que la guerre ravage à nouveau la zone d'exclusion – soldats contaminés, sarcophage touché par les drones –, Tchernobyl appartient autant au présent qu'à l'histoire.
