Ali Ghufron Mukti, M.Sc., Ph.D., AAK, mengatakan selain Warga Negara Indonesia (WNI), Warga Negara Asing (WNA) juga bisa merasakan manfaat dari pelayanan BPJS Kesehatan.Hal itu dikatakan Ghufron saat mengunjungi salah satu rumah sakit di Bali. Ghufron melihat sendiri bagaimana Bule (WNA) asal Amerika Seikat menggunakan layanan kesehatan dengan BPJS.
Meski demikian, WNA yang bisa menggunakan fasilitas BPJS harus memenuhi persyaratan yang berlaku dan sesuai ketentuan Undang-Undang.
