Zwei Tage lang war das Straßenverkehrsamt Köln geschlossen. Jetzt drängen Hunderte auf einmal in die Behörde – und die Nerven liegen blank. Schon morgens staut sich die Menschenschlange im Eingangsbereich, die neuen EDV-Systeme überfordern selbst langjährige Mitarbeiter. Zwischen überforderten Bürgern, gestresstem Personal und falsch gezogenen Wartenummern kämpfen viele einfach nur darum, heute noch irgendwie dranzukommen.Ein Mann braucht ein Oldtimer-Kennzeichen – wartet sieben Stunden umsonst. Eine Frau will bloß eine Umweltplakette und droht aufzugeben. Andere fluchen, diskutieren oder flehen den Amtsleiter an – vergeblich. Wer keine Marke hat, kommt nicht mehr rein. Wer sie hat, wartet stundenlang. Chaos im Schichtbetrieb – und mittendrin eine Behörde, die selbst mit ihren Abläufen kämpft.
