Nach dem Anschlag am Rande der Berliner CSD-Parade stellt sich die Frage, ob solche Straftaten zu verhindern sind und ob auf bisherige Vorfälle richtig reagiert worden ist. Der Direktor des Instituts für Kriminologie der Uni Tübingen hält es für schwierig zu erkennen, ob ein Mensch straffällig wird. Die Eisenkugel am Fuß sei kein Allheilmittel, sagt Prof. Jörg Kinzig zur elektronischen Fußfessel. Und bei 430 islamistischen Gefährdern in Deutschland stelle sich die Frage, ob eine 24/7-Überwachung rechtlich zulässig und personell möglich ist.
