Ulus Devlet Modelinin uygulanması sırasında kesintisiz olarak içişleri bakanlığı yapmış bu süreçte Atatürk'e deyim yerindeyse sağ kol olmuştur. Devrin 2. adamı İsmet İnönü ile 1930'lu yıllardan itibaren arası bozulmuş ve Atatürk'ün hastalığı sonrası yeni cumhurbaşkanı belirleme çalışmalarında İnönü aleyhine tavır takındığı için İnönü tarafından 11 Kasım 1938 yılında üstü çizilmiştir.
