İstanbul'un kuzeyinde 'yeni bir şehir' mi kuruluyor?
İstanbul’un kuzeyinde büyük ölçekli bir dönüşüm yaşanıyor.Merkezinde Arnavutköy ilçesi var. Yıllarca tarım ve hayvancılıkla anılan bu bölge, bugün dev bir şantiyeye dönüşmüş durumda.
Yükselen toplu konut projeleri, yeni yol ve viyadük inşaatları, Sazlıdere üzerinde yapımı süren köprü ve hızla değişen arazi kullanımı, bölgenin geleceğine dair pek çok soruyu gündeme getiriyor.
Avrupa Yakası Rezerv Yapı Alanı, diğer adıyla Yenişehir projesi, yaklaşık 337 kilometrekarelik bir alanı kapsıyor.
Projeyi eleştirenler, alanın büyüklüğüne ve inşaatın zamanlamasına dikkat çekerek, bunun Kanal İstanbul’a zemin hazırlayan bir girişim olduğunu söylüyor.
Sahadaki inşaatların bir bölümü, Sazlıdere Barajı Havzası olarak koruma altında bulunan bölgelerde yer alıyor.
Sazlıdere Barajı’nın içme suyu maksadının 2022’de Cumhurbaşkanlığı kararıyla kaldırılması ve imar planlarında yapılan değişiklikler, İBB ve İSKİ’nin itirazlarıyla birlikte yargıya taşındı.
BBC Türkçe ekibi, Yenişehir projesinin kapsamını, inşaatların geldiği aşamayı ve tartışmalı planlama kararlarını yerinde araştırdı.
Çevre, Şehircilik ve İklim Değişikliği Bakanlığı ve İstanbul Su ve Kanalizasyon İdaresi’nin (İSKİ) görüşlerini aldı.
Arnavutköy ilçesi ve mahallelerini dolaşarak, bölge halkının değişime dair gözlemlerini ve kaygılarını dinledi.
Yenişehir’in İstanbul’un mekansal gelişimini, su yönetimini, ekosistemini ve nüfus yapısını nasıl etkileyeceği ise önümüzdeki dönemde netleşecek.
