Ini disampaikan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (PANRB) Rini Widyantini, Kamis (20/2/2025).Pelaksanaan pola kerja kedinasan secara fleksibel/Flexible Working Arrangement (FWA) ini diatur dalam Peraturan Presiden (Perpres) No. 21/2023 tentang Hari Kerja dan Jam Kerja Instansi Pemerintah dan Pegawai ASN khususnya pada pasal 8.
“Peraturan tersebut memungkinkan pelaksanaan tugas kedinasan secara fleksibel (FWA), baik dalam bentuk fleksibilitas lokasi maupun fleksibilitas waktu,” kata Rini dalam keterangan tertulisnya, Kamis (20/02).
Rini menyampaikan bahwa FWA merupakan terminologi yang lebih lengkap dari Work From Anywhere (WFA).
Ia juga menegaskan bahwa pelaksanaan FWA dipastikan tidak akan mengurangi kualitas pelayanan yang diberikan instansi pemerintah kepada masyarakat.
FWA diberlakukan oleh seluruh pegawai, namun ada beberapa kriteria pegawai yang perlu diperhatikan, seperti tidak sedang menjalani atau dalam proses hukuman disiplin dan bukan pegawai baru.
Sementara untuk kriteria pekerjaan yang bisa dilaksanakan dengan pola FWA adalah dapat dilakukan di luar kantor serta dapat dilakukan dengan memanfaatkan teknologi informasi dan komunikasi. Selanjutnya, memiliki interaksi tatap muka yang minimum dan bersifat mandiri atau tidak memerlukan supervisi yang terus menerus.
Implementasi FWA ini diserahkan kepada Pejabat Pembina Kepegawaian (PPK) atau pimpinan instansi pusat dan pemerintah daerah, yang bertanggung jawab menetapkan jenis pekerjaan dan pegawai yang dapat menerapkan fleksibilitas tersebut sesuai dengan kebutuhan organisasi.
