Quel sistema di governo non esiste in nessun posto del mondo”. “Quando si dice che è un premierato di fatto, vuol dire che chi vincerà le prossime elezioni, sarà difficile che sia messo in discussione anche dal Presidente della Repubblica?”, chiede Corrado Formigli. Carofiglio spiega perché, secondo il suo punto di vista, la nuova legge elettorale metterebbe in discussione i poteri del Presidente della Repubblica: “In una legge ordinaria si dice che si mette il nome del candidato Presidente del Consiglio sulla scheda e va a interferire con una norma costituzionale che dice che il Presidente del Consiglio lo sceglie il Presidente della Repubblica.
