Too often, outside-led revitalization displaces the very residents it claims to serve. Travis Williams, a fourth-generation former resident of Jacksonville's Historic Eastside, calls this pattern what it is — and offers an alternative he pursues called withintrification: community-led development that builds prosperity without erasing the people and culture that made a neighborhood worth investing in.

As President & CEO of LIFT JAX, Williams has put this framework into practice in OutEast — one of Jacksonville's last cohesive, architecturally intact, historically Black neighborhoods, and the largest in Florida on the National Register of Historic Places. Separated from EverBank Stadium and the city's booming sports and entertainment district by a single expressway, OutEast faces exactly the pressures that have hollowed out communities across America. Williams shows how to meet those pressures differently.
