Quanto avvenne era inammissibile, e le norme successivamente elaborate su scala continentale ebbero valore storico perché si fondarono sulla tutela della vita delle persone, sulla tutela delle comunità e dell'ambiente come diritto umano primario", così il Presidente della Repubblica, Sergio Mattarella, a Seveso.Quirinale
