Who Is Actually Buying America’s Debt Now

Who is actually buying America’s debt now? For decades, foreign central banks, pension funds, and major banks absorbed huge amounts of U.S. Treasury bonds. But that system is changing.

China has dramatically reduced its holdings, pension funds are moving toward higher-yield investments, and tighter banking regulations have limited how much debt major banks can hold. Into that gap stepped hedge funds. Many are using highly leveraged “basis trades,” buying Treasuries with borrowed money while shorting futures contracts to capture tiny price differences.
By 2025, hedge fund Treasury exposure had grown into the trillions. The problem is that this system depends on stable repo markets and constant access to cheap financing.
If that breaks, funds may be forced to dump Treasuries at the same time, sending bond prices down and yields sharply higher.

America can still sell its debt. The bigger question is who will keep buying it when the leverage stops working.
