Sosteneva che il famoso indice RT (indice di trasmissibilità istantaneo) sarebbe potuto scivolare - nell'ipotesi peggiore - a 1,25: un contagiato trasmette il virus a più di una persona. Un dato utile a capire in quel momento delicato se e come liberare il Paese dal lockdown. Ma il rapporto in questione fu sovrastimato dai media, diventando motivo di allarme. Il primo a venire accusato fu il suo autore, il ricercatore Stefano Merler. In Commissione Covid ha esposto la sua versione dei fatti rispondendo a una domanda del Senatore Claudio Borghi.
