Participatory budgeting is changing how communities function, turning people from passive observers into active co-creators of their cities. It is not just about funding projects; it is about building trust, responsibility, and a shared sense of ownership.
In her talk, Ani Tovmasyan shares real stories from the field, highlighting both inspiring successes and the challenges that still stand in the way. Through her experience, we see how meaningful participation can reshape not only public spaces, but also the way people relate to their communities. Ani Tovmasyan is a sociologist and public relations specialist who has become one of the key contributors to the development of participatory budgeting culture in Armenia. As a program manager and expert at the Armavir Development Center NGO, she has supported more than 21 communities in introducing participatory budgeting mechanisms that enable citizens to directly influence the allocation of public funds.
Currently, Ani serves as a public monitoring expert on participatory budgeting in six communities, within a program implemented with the support of GIZ and the Swiss Agency for Development and Cooperation.
Her work extends beyond budget processes. Ani is a member of the interagency commission on UN Security Council Resolution 1325 and actively contributes to the localization of the Women, Peace and Security agenda in Armenia. She has shared her experience and insights at international platforms ranging from Spain to Canada and the Philippines.
