Nach seiner Gefangennahme durch das US-Militär wurden dem 63-Jährigen dort erstmals die Anklagepunkte verlesen. Die US-Justiz wirft ihm unter anderem Drogen-Terrorismus vor. Er habe sein Amt dazu genutzt, den Schmuggel von Tausenden Tonnen Kokain in die USA zu ermöglichen.
