Among the companies targeted by the U.S. ban is China's Hengli Petrochemical Company. It ranks as one of China's largest refineries, boasting a daily oil processing capacity of approximately 400,000 barrels. The U.S. Department of the Treasury alleges that Hengli has been purchasing Iranian crude oil since 2023, thereby generating hundreds of millions of dollars in revenue for the Iranian military. The Treasury Department stated that these actions were taken specifically to cut off funding to the Iranian military. These sanctions have been imposed just weeks ahead of a scheduled meeting in China between President Donald Trump and Chinese President Xi Jinping. This latest move by the United States has once again injected bitterness into U.S.-China relations.
