The share of Indian students in Canada’s incoming international student population fell from 51.6 percent in 2023 to just 8.1 percent in September 2025. Canada introduced admission caps, doubled its proof-of-funds requirement, and saw study permit rejections rise from 38 to 52 percent in a single year. Canada positioned itself as a top destination for Indian students. Its own policies are now undoing that reputation.
