At the same time, the voter is not irrational. When the thana does not listen and the court takes years, a bhaiya ji who settles it in one phone call starts to look like governance. And there are real exceptions, from pulse polio to Kerala's Nipah response, but they remain exceptions.
This is not about a few embarrassing individuals. It is about a filter that rewards fear, money and a surname, and treats competence as optional. Governments now change inside resorts instead of elections.
The honest MLA has become the exception. The criminal record has become the norm.
