Tepat setelah kepala daerah dari kader PDIP yang terlambat mengikuti retret, kemudian beramai-ramai datang ke lokasi.
Mereka diketahui datang melalui pintu masuk secara diam-diam untuk mengelabui awak media.
Namun ada juga yang masuk melewati pindu depan secara terang-terangan.
Menurut keterangan Menteri Dalam Negeri (Mendagri) Tito Karnavian, kepala daerah yang masuk secara sembunyi-sembunyi berjumalah 17 orang.
Mereka dikatakan memasuki Akmil pada Rabu (23/2) tengah malam, dan baru mengikuti di hari keempat.
Meski demikian, terpantau bahwa satu kepala daerah asal Bali, yaitu Wayan Kostes belum mengikuti kegiatan retret dan masih mengikuti instruksi Megawati.
