DEUTSCHLAND: Klimaschutz im Grundgesetz? SPD drängt auf Änderung, Union bleibt skeptischDie SPD fordert bessere Vorkehrungen gegen Hitze, Niedrigwasser und weitere Folgen des Klimawandels. Klimaschutz müsse im Grundgesetz verankert werden. Ein Vorschlag soll bei der Kabinettsklausur kommende Woche vorgelegt werden. Die Union zeigt sich skeptisch und verweist auf den Koalitionsvertrag. Darin sei nur vereinbart, eine Grundgesetzänderung zu prüfen. Dafür wäre eine Zweidrittelmehrheit im Bundestag nötig. Mit den Grünen allein reicht sie nicht. Linke oder AfD müssten zustimmen. Das gilt als unwahrscheinlich. Aus der Union heißt es zudem, es gebe bereits Instrumente und Werkzeuge. Mittel könnten etwa aus dem Sondervermögen für Infrastruktur kommen. Die SPD nennt ein Dutzend Maßnahmen. Dazu zählen Sofortmaßnahmen, die Renaturierung von Mooren sowie Schutz für Kitas und Pflegeheime. Das Robert Koch-Institut hat für dieses Jahr 12.500 Hitzetote geschätzt oder berechnet. Die Maßnahmen kosten Geld. Die Finanzplanung ist bereits angespannt.
