La forte pioggia ha causato lo straripamento di una diga nella contea di Hualien e torrenti d'acqua si sono riversati a valle spazzando via un ponte. Le strade della cittadina di Guangfu si sono trasformate in fiumi impetuosi trascinando via i veicoli. Nel nord delle Filippine, Ragasa ha causato almeno tre morti, cinque dispersi e più di 17.500 sfollati. Lunedì il governo filippino ha disposto la chiusura di scuole e uffici governativi nella densamente popolata regione della capitale e in 29 province settentrionali.
