Kebijakan ini diambil sebagai respons atas keluhan masyarakat soal kebisingan yang ditimbulkan alat audio itu.Maka dalam Festival Grebeg Suro di Kelurahan Cemoro Kandang, Kota Malang, tak ada penggunaan sound horeg, meski pada dasarnya warga setempat menyenangi sound horeg.
Wali Kota Malang bilang, pawai budaya yang dilakukan masyarakat jangan sampai mengganggu dan menimbulkan kegaduhan.
Tak cuma sound horeg, Wahyu Hidayat juga melarang atraksi dalam pawai yang menampilkan tarian dan pakaian seronok.
