Selbst Oberbürgermeister Gustav Böß ist verwickelt. Während Berlins Bewohner in der Weltwirtschaftskrise hungern, haben die drei Sklarek-Brüder Max, Willi und Leo die politische Elite im Roten Rathaus mit Sekt, Pelzen und Luxus bestochen. Insgesamt bringen sie die Hauptstadt um etwa 10 Millionen Reichsmark. Das sorgt für Wut und Demokratieverdrossenheit bei den Wählern.
