Melalui sidang perdana yang digelar di Pengadilan Negeri Jakarta Pusat pada Rabu (8/10/2025).
Diketahui Bahlil belum juga menunjuk kuasa hukum maupun melengkapi berkas administrasi.
Hakim Ketua Ni Kadek Susantiani mengungkapkan hal itu di tengah jalannya sidang.
Kadek juga menyampaikan bahwa pihak PT Shell Indonesia selaku satu di antara tergugat tidak hadir hingga batas waktu yang ditentukan.
Ia menegaskan, surat panggilan untuk Shell sudah dikirim dengan patut.
Namun hingga pukul 12 siang belum ada perwakilan yang datang.
Selain Bahlil dan Shell, Pertamina juga belum menyerahkan dokumen resmi terkait penunjukan kuasa hukum.
Dalam gugatan tersebut, Tati Suryati menuding Bahlil, Pertamina, dan Shell Indonesia bertanggung jawab atas kelangkaan BBM di sejumlah SPBU swasta.
Ia menilai kebijakan pembatasan distribusi BBM menyebabkan antrean panjang, kerugian ekonomi, dan terganggunya aktivitas warga.
