Originariamente previsto dal regolamento del 2023 come parte del Green Deal, lo stop mirava a imporre emissioni zero per tutte le nuove auto e furgoni leggeri, favorendo esclusivamente veicoli elettrici o a idrogeno. La nuova proposta riduce l'obiettivo di taglio delle emissioni di CO2 al 90% rispetto ai livelli del 2021, anziché il 100%. Questo margine del 10% consente ai costruttori di continuare a commercializzare una quota limitata di auto benzina, diesel, ibride plug-in e range extender, purché compensino le emissioni residue.
